If a government action is decided based on race, then it is unconstitutional. The constitution prevents any determination of the execution of law, based on race, gender, sex, etc, etc, etc.

If the government action is to ensure that people who have been given the short end of the stick end up with a better chance to succeed, then race need not be a factor, as needs based programs would suffice. And we do need more programs that pull various people out of poverty.

We also need to end various policies that drive people into poverty, and that includes ending the war on drugs, which is probably one of the greatest pressures against upward mobility in this country.
